Dit betekent dat het huidige systeem gedemonteerd en afgevoerd moet worden en dat een geheel nieuw systeem geleverd, geïnstalleerd en gebruiksklaar opgeleverd dient te worden. Aansluitend op de ingebruikname dient het gehele parkeersysteem voor een periode van 10 jaar onderhouden te worden, waarbij alle storingen afgekocht zijn. Alleen molest en schades veroorzaakt door aanrijdingen worden dan verrekend.
