         HbR wenst de toegang en de werkzaamheden welke beheerders en ontwikkelaars (zowel internen als derden) op systemen uitvoeren, beter te beveiligen. HbR wil dat de toegang afdoende beveiligd is om bedoeld of onbedoeld misbruik van HbR systemen via deze toegang te minimaliseren De toegang moet het gebruik kunnen beperken tot die mogelijkheden die deze gebruikers nodig hebben voor hun taak en niet meer dan dat. HbR wenst inzichtelijkheid in en auditeerbaarheid over het uitvoeren van hun werkzaamheden voor HbR. Het dient voor beheerders en ontwikkelaars duidelijk te zijn dat gecontroleerd toegang tot systemen van het HbR wordt verkregen. Het kunnen auditeren van handelingen van beheerders en ontwikkelaars zal, onder borging van de privacy, vanuit of namens HbR Security worden uitgevoerd. Deze functionaliteit wordt de Beveiligde Beheeromgeving 2.0 genoemd en wordt gerealiseerd met een Stepping Stone systeem.
