De opdracht betreft het aan Belastingdienst ter beschikking stellen van medewerkers met ICT-kennis en -kunde op inhuurbasis, waarbij medewerkers werkzaamheden of prestaties verrichten ten behoeve van Belastingdienst zonder dat er een dienstbetrekking door welke oorzaak dan ook tussen de medewerker en de Belastingdienst of Opdrachtgever tot stand komt. De uitvoering van de opdracht vindt steeds plaats onder leiding van de Opdrachtgever, waarbij het tevens mogelijk is dat aansturing plaatsvindt op basis van een door Medewerker te realiseren prestatiedoelstelling (zonder resultaatverbintenis) waarbij Opdrachtgever de mogelijkheid heeft om nadere aanwijzingen/instructies te geven aan de medewerker. Het is de Opdrachtnemer toegestaan een medewerker te laten vervangen door een ander natuurlijk persoon tenzij Opdrachtgever aangeeft in de Aanvraag dat vervanging niet mogelijk is.
