         Algemene beschrijving

         De opdracht bestaat uit het verrichten van:

         — Inspecteren van geleiderailconstructies

         Het betreft een raamovereenkomst. Voor de gevraagde werkzaamheden worden nadere (deel)opdrachten.

         De werkzaamheden worden gegund op basis van laagste prijs met inachtneming van het gestelde in paragraaf 13 (CO2 prestatieladder), op basis van hoeveelheden in de inschrijvingsstaat.

         Motivering:

         Gelet op de vastgestelde kwaliteitsniveaus en verkeersmaatregelen welke op tekening zijn toegevoegd wordt een aanbesteding op basis van Beste Prijs-kwaliteitsverhouding (BPKV) geen meerwaarde verwacht. Ook zijn alle figuren voorgeschreven om de veiligheid voor de inspecteurs te waarborgen. Doorlooptijden van deelopdrachten staan vast. Tevens zijn de met EMVI samenhangende transactiekosten niet proportioneel.

         De volgende werkzaamheden dienen te worden verricht:

         — Vaststellen of de geleiderailconstructies zijn geplaatst volgens de geldende richtlijnen, hierbij ook nagaan of geleiderail kan worden verwijderd of bijgeplaatst dient te worden;

         — Aanvullen rapportage van ontbrekend gegevens (lege velden) van aangeleverde rapportage;

         — Beoordelen van de staat van onderhoud van de bestaande geleiderailconstructies;

         — Opstellen van een meerjaren onderhoudsprogramma / vervangingsprogramma voor de komende tien (10) jaar;

         — Schriftelijk rapporteren van de resultaten.
