Framework contract for maintaining the JRC Petten"s building management system (BMS).
A maintenance contract needs to be concluded for the existing building management system (BMS). In addition to preventive and corrective maintenance, software updates and data logging also form part of the contract.

Monitoring the performance and operation of the technical installations in the JRC Petten"s buildings and main laboratories is centralised in a BMS. The climate management system has been developed and expanded over the years, including the addition of the energy monitoring system in 2009.
The BMS is developed on the basis of the Desigo Insight platform and tailored to the JRC Petten"s specific requirements. Since the entire installation was purchased and installed, maintenance thereof has been carried out on an annual basis; this includes installing computer-software updates for the central system, backing up data for the entire software system, maintaining the control panels, updating all documentation and technical drawings, as well as providing training for JRC staff.
The aim of this invitation to tender is to enter into a maintenance contract for preventive maintenance on the BMS, ancillary corrective maintenance (scheduled and with respect to malfunctions) as well as the energy metering, monitoring and control application.

This notice has been published in accordance with Article 125(5)(a) of Commission Delegated Regulation (EU) No 1268/2012 of 29.10.2012, as amended. The date stated in point V.2.1 of this notice is the date of the award decision — no contract was signed on the publication date. The contracting authority will sign the contract with the selected tenderer only after 10 calendar days have elapsed from the day following publication of the notice.

If you believe that there has been maladministration, you may lodge a complaint with the European Ombudsman within 2 years of the date you became aware of the facts on which your complaint is based (see http://www.ombudsman.europa.eu). Said complaint neither suspends the deadline for launching an appeal nor creates a new deadline for appeal.
Appeals may be lodged with the body stated under point VI.4.1 within 2 months of the award decision being notified or, failing this, of the date on which the award decision became known.
