         De opdrachtgever voor deze aanbesteding is De Staat der Nederlanden, vertegenwoordigd door de Minister van Onderwijs, Cultuur en Wetenschap, voor deze: Dienst Uitvoering Onderwijs, vertegenwoordigd door de dg DUO.

         De aanbesteding wordt uitgevoerd ten behoeve van de Dienst Uitvoering Onderwijs (DUO). Het Inkoopuitvoeringscentrum Noord van OCW (IUC-Noord) treedt tijdens deze aanbesteding op als procesbegeleider.

         De gevraagde dienstverlening betreft het uitvoeren van buitengerechtelijke en gerechtelijke stappen tegen debiteuren (Business to Consumer) buiten Nederland en de voormalig Nederlandse Antillen met achterstallige schulden aan DUO, voortvloeiend uit door DUO uitgevoerde wet- en regelgeving. Dit betreft hoofdzakelijk studieschulden.

         De aanbesteding bestaat uit 2 percelen. Inschrijvers worden uitgenodigd om een inschrijving in te dienen voor 1 of beide percelen. Per perceel wordt met 1 opdrachtnemer een raamovereenkomst afgesloten.
