         Aanbesteder doet een beroep op artikel 2.20.5 ARW 2016 en heeft de termijn voor het indienen van inschrijvingen voor onderhavige opdracht verkort naar 35 kalenderdagen. Als motivatie voor het niet hanteren van de standaard minimumtermijn voor de openbare procedure geldt dat opdrachtgever onvoorzien het lopende contract met een partij heeft opgezegd, reden hiervoor is dat hij niet aan de gestelde eisen van het contract voldeed. Aangezien een deel van de uit te voeren werkzaamheden spoedig na het verlopen van de aanbestedingsprocedure gestart moet worden, is ervoor gekozen om van een spoedprocedure gebruikt te maken. Door deze procedure te volgen zal de opdrachtgever niet in de knel komen met de gestelde eisen vanuit de Natuurbeschermingsweg, met betrekking tot het broedseizoen.
