         In de Rotterdamse haven komen jaarlijks veel zee- en binnenvaartschepen. Hierbij vinden op jaarbasis een grote hoeveelheid activiteiten plaats. Goederen worden overgeslagen, er wordt brandstof gebunkerd etc. Hierbij kunnen morsingen op en in het oppervlaktewater plaatsvinden en als gevolg hiervan kunnen onder andere kademuren, glooiingen en steigers verontreinigd raken. Een morsing kan een grote impact hebben op de bedrijfswaarden van het Havenbedrijf Rotterdam N.V. De bedrijfswaarden van het Havenbedrijf Rotterdam N.V. zijn: bereikbaarheid, imago, milieu, financieel en mens en veiligheid. Daarnaast is de visie van het Havenbedrijf Rotterdam dat de Rotterdamse haven de meest efficiënte, veilige en duurzame haven moet zijn. Voor een vlotte, veilige, schone en beveiligde scheepvaart vindt het Havenbedrijf Rotterdam het noodzakelijk dat, er als service, een adequate ruimingsorganisatie aanwezig is in de Rotterdamse haven.
